Your questions answered
Q – When are the works due to start?
The contractor’s cabins are to be installed on site (in the area behind the bollards) on 16 February 2026. The erection of scaffolding will start soon after, and is expected to take 2-3 weeks to complete.
The Site Manager will be carrying out a preliminary condition report of the building before work starts, but residents are encouraged to take photographs of their own (especially of balconies, window frames, balcony lights etc) for their own records before work starts.
Q – What times will the works be carried out?
Working hours will be from 8am to 5.30pm, Monday to Friday. Contractors may arrive from 7.30am but no works should start before 8am. It may be necessary to introduce some weekend working later in the programme, but this will be advised nearer the time.
Q – How will this impact shift workers?
The Project Manager is aware that some residents are shift workers and we ask that those who are likely to be impacted make the fact known to us, so that the Site Manager can advise when their apartments will be affected by noisy activities.
Q – Where will scaffolding be erected?
It is understood that there will be scaffolding erected along the whole of the south side (facing the canal), the west side (overlooking the river) and part of the north side to just past the entrance door. The scaffolding will remain in place for the duration of the contract – potentially at least six months.
Works to the remainder of the north side (facing the offices) will take place towards the end of the programme and will be carried out from a cherry picker or mobile tower. In this way, disruption to existing parking arrangements will be minimised.
Q – How will the scaffolding be protected against intruders?
Scaffolding will be protected with intruder alarms and CCTV, linked to a monitoring station with security guard response.
Q – Will the scaffolding be covered?
It is a condition of the consent that the scaffolding will be covered with white netting to prevent waste material from being blown into the canal or river. This will likely to be for the duration of the works, but the choice of material is intended to also protect against wind and rain damage to the walls while the cladding is being replaced and to maintain natural light to windows – albeit the netting will not be fully transparent.
Q – Will the scaffolding extend to the 4th floor balconies?
Although the scaffolding on the south and west sides will extend to the 4th floor, work to replace the timber and rendered wall cladding on the 4th floor balconies on the north side will be carried out from the balconies, with access from the western end of the block. To facilitate this, the privacy panels between each section of balcony will need to be be removed.
Q – Will the balcony decking be replaced?
The south-facing balconies on Floors 1-3 will have the decking and timber screening removed in order to be able to access the white rendered panels which have to be replaced with fire resistant materials. Unfortunately this will last for much of the duration of the works, during which time the balconies will be out of use to residents. The timber decking will be replaced with aluminium equivalent, finished with a wood-effect coating.
A decision is still awaited on whether the 4th floor balcony decking is to be similarly replaced.
Q – Will balconies and windows be usable while the work is being carried out?
Once decking has been removed, it will not be safe for residents to access their balconies. Doors will have to be locked shut. The programming of this is yet to be agreed and will be notified to residents at a later date.
Windows and tilting door vents will remain usable, but on the understanding that there may be some noise and dust created during the stripping of the old cladding. Residents may wish to keep windows closed and/or blinds drawn during contractors’ working hours for your privacy and safety.

Q – Will access to the Hebble Wharf be maintained at all times?
Access to the garage will not be restricted; any scaffolding over the garage entrance will be beamed over. During deliveries it is possible that residents may be delayed if vehicles are being unloaded – however this will be managed by the site manager. Likely delivery times will be advised when known.
Pedestrian access to Hebble Wharf and Rainbow Playrooms will be maintained at all times. Pedestrian access from the car park will be maintained, but at times it may mean pedestrians walking along the south side of Hebble Wharf, next to the flood lock.
Arrangements for contractors, refuse collections, Royal Mail and parcel deliveries are yet to be confirmed. Contractors should liaise with the Site Manager who will be able to advise on parking.

Q – Where can my removal van park if I’m moving in or out?
If you are moving in or out of Hebble Wharf, speak to the Site Manager, Peter North, on 07772 311051 once you have a moving date and he will advise on the best place for your van to park. You must arrange this in good time; leaving it until your moving day will be too late.

Who’s involved with the cladding remediation works at Hebble Wharf?
Homes England is the government’s housing and regeneration agency . Together with partners, they are accelerating the pace of house building and regeneration across the country, and are responsible for overseeing and funding the government’s Cladding Remediation programme. Homes England is governed by a board that decides what its priorities are. Its members are appointed by the Secretary of State for the Ministry of Housing, Communities and Local Government (MHCLG).
G & O Real Estate is the Freeholder and Head Leaseholder of Hebble Wharf, with responsibility for ensuring that the block meets all current fire safety regulations.
Praxis Block Management is the Managing Agent appointed by the Head Leaseholder for the management of the building and ensuring appropriate arrangements are put in place to comply with the Building Safety Act.
Consult Construct is a highly experienced construction project management company appointed by Praxis Block Management to oversee the Cladding Remediation project. Landsec (Land Securities Ltd) is a successor to the original developer of Hebble Wharf who are one of more than 50 developers nationwide that have pledged to remediate life-critical fire safety defects in buildings over 11 metres. Landsec has acknowledged its responsibilities on behalf of the original developers.
Tri-Fire was the company that undertook the original EWS1 external wall inspection on Hebble Wharf in September 2021 and the subsequent PAS9980 Review in December 2022. The company director has subsequently been under investigation by the Institution of Fire Engineers, casting doubt on the validity of the findings. As a result, a new FRAEW (Fire Risk Appraisal of External Walls) has subsequently been carried out by Consult Construct Ltd.
The Estate Management company is responsible for the management of roads and land surrounding Hebble Wharf and the neighbouring office buildings. Estate Management is undertaken by Waterfront Wakefield Management Ltd, a subsidiary company of Spectrum Community Health CIC who own the freehold on the land.
Background Information
Cladding Update : February 2026 (Praxis Block Management)
- The Association has been advised that funding approval has been granted by Homes England.
- An on-site meeting has been scheduled between Estate Management and Consult Construct on Thursday, 12 February 2026.
- A meeting involving leaseholders and Consult Construct was initially proposed; however, due to the short notice, this was deemed impractical. Representatives of the Association will instead meet with Consult Construct following their meeting with the Estate Management to obtain more information.
- The main contractor appointed by Homes England for the works is OnCall Property Services Ltd. Once the works commence, an emergency contact number will be advised to all residents.
- A presentation will be prepared and shared with all leaseholders and residents providing further details regarding the Cladding Remediation Works. Should additional queries arise, Praxis will look to arrange a further virtual or on-site meeting.
Further Clarification : December, 2025 (Hebble Wharf Residents & Owners Association)
It is encouraging to note that it would appear that both Praxis and Homes England have now accepted the FRAEW from Consult Construct, and NOT the original “Tri- Fire” recommendations that seemed to have resurfaced.
This should mean that the cladding remedial works will be based around the survey/report generated by Consult Construct.
The recent introduction of Landsec into the proceedings seems to need further clarification in terms of any contractual binding to the Government to reimburse Homes England for any associated remedial works. This should also largely determine what Landsec will be bound into relating to exactly what they may be expected to fund, ie Cladding and Fire related works etc. We still await clarification on this.
Also, Praxis are suggesting that they allow Landsec to review the Consult Construct FRAEW that they’ve sent on to them at their request, and meanwhile assume that Homes England and the current Stakeholder arrangement continue until Landsec come back to them, ie continue to try to progress the works via Homes England as the funding body……
They are still awaiting formal confirmation from Homes England in terms of final funding amount declaration to enable the works to commence properly etc, which does continue to be a source of frustration.
This does seem to be largely down to Homes England themselves, and Consult Construct have continued to push Homes England for confirmation of this funding, after months of back and forth of questions/answers between them.
Cladding Update : December 2025 (Praxis Block Management)
Some queries were raised by Homes England relating to the extent of works required (comparing the Tri-Fire inspections with Consult Construct’s FRAEW) to which Consult Construct has responded to informing them of the additional works required as per their survey. We received confirmation that they have accepted the findings of the Consult Construct FRAEW as of the 18th of December 2025.
Latest Developments : December 2025 (Hebble Wharf Residents & Owners Association)
The “Original Developer” is now on the scene and asking for active involvement
We discovered this week that a successor to the ‘Original Developer’ of Hebble Wharf has just now come back onto the scene, via Land Securities Ltd (Landsec) approaching the Head Leaseholder/Freeholder.
Whilst this may be encouraging from a possible funding and responsibility for Fire Safety Critical Works, we trust this will not be allowed to cause any more delays to getting this works specification out to tender and Contractor selection to then enable the actual remediation works to be undertaken.
Cladding Update : October 2025 (Praxis Block Management)
With regards to funding & project approval from Homes England, we are still waiting to receive a decision. Homes England had raised additional queries based on the extent of works required on site and this was responded to by the cladding Project Manager from Consult Construct.
In addition to this, Homes England has requested clarification on a FRAEW report dated January 2024 however we are not aware of any such survey or report being completed in Jan 2024 and no such information was made available to us at the time of handover. We are currently liaising with all parties involved to resolve this query from Homes England and will continue to keep HWROA updated.
Planning Consent Granted : August 2025 (Hebble Wharf Residents & Owners Association)
Planning consent for the replacement of external wall finishes at Hebble Wharf was granted by Wakefield Council on 27th August. Using detail from the planning application, the Association provided leaseholders and residents with an update on the planned works . The works are expected to affect the following parts of the block:
